Assuming that HTML messages are not explicitly disabled for the list, yes. LISTSERV is essentially a pass-through: unless it is specifically configured *not* to do so, it will distribute whatever it is sent.

The only issues for HTML messages are ability of the sender's e-mail program to send true HTML, and the ability of the recipient's e-mail program to interpret and display it.
