After we upgraded to LISTSERV 17.0, we were unable to find the Bulk Operations tab. Has it been removed?

No, it was not removed, but it is no longer a tab.  Bulk Operations can be found by navigating to ‘List Management’ > ‘Subscriber Reports’.  The link for Bulk Operations is in the Add Subscriber section of the Subscriber Reports page. (See below for reference)
