When to restart the server
When the site configuration file is modified by hand, a manual restart of LISTSERV is always required.
Any configuration change made via the web interface that requires a manual server restart will cause a message to that effect to be displayed, and a restart button will be provided for that purpose.
Windows sites using the SMTPL.EXE "listener" should also ALWAYS stop and restart the LISTSERV-SMTP service, as some changes will affect it as well. The SMTPL.EXE "listener" cannot be stopped and restarted from the web interface; this must be done via the Windows Services applet or at a Windows Command Prompt using the "NET STOP" and "NET START" commands.
